The salaries of all the Assistant

Masters in the department were placed on the same incremental scale in order that it might be possible to transfer them from the charge of a school to that of a class in a school without their having grounds of complaint that they were being passed over. If Mr. Morris were given a larger salary this system would have to be set aside, and senior masters in the department, who have been retained to teach classes at Queen's College would have a legitimate grievance.

Mr. Morris has done excellent work at Baiyingpun School, but I am not prepared to accede to his request for an increase of salary at present.
